All of us are descendants of Etienne Broyard, a gendarme in the French colonial army who arrived in New Orleans at age 24 in January 1753 from La Rochelle, France. Called the “Code Noir” or “Black Codes,” these rules spelled out in detail where and when people of color could move about the city, conduct business, even recreate, the latter on Sunday only.
